The Citizens for Better Government, an association of Valley County, Idaho (plaintiff-respondent), instituted this action seeking a declaratory judgment that Zoning Ordinance No. 2-71 of the County of Valley (defendant-appellant) was void. The Board of County Commissioners of Valley County enacted this ordinance on March 4, 1971.
