Appellees Joseph Rauen, Jr. and Linda Sue Rauen, his wife, were the owners of a residential building lot located at the corner of Taylor Mill Road and St. Matthews Circle in the City of Taylor Mill, Kentucky. They petitioned the appellee, The Board of Adjustment of the City of Taylor Mill, to grant a variance of the zoning ordinance to permit them to erect a house on that lot so that the house would face St. Matthews Circle instead of Taylor Mill...
