Plaintiff, Alvin D. Kaufman, was arrested for driving while under the influence of alcoholic beverages and was taken to the headquarters of Troop "A" of the Louisiana State Police where he was asked by the arresting officer to submit to a test for the purpose of determining the alcoholic content of his blood.
