LANGTRY, Judge.

This is a writ of review proceeding. ORS 34.020 et seq. Plaintiffs appeal from a circuit court ruling affirming the Washington County Board of Commissioners' denial of plaintiffs' application for a zone change. The fundamental question is whether the record substantiates the decision. See Lindley v. City of Klamath Falls, 8 Or.App. 375, 494 P.2d 464 (1972).
