OPINION BY MR. JUSTICE ROBERTS, November 17, 1972:

Appellant, Mrs. Edna F. Crammer, challenges the action of the Secretary of the Department of Public Welfare in excluding her from the "categorically needy" program of medical assistance under Title XIX of the Social Security Act.1 We conclude that appellant has erroneously been denied benefits. We reverse.
