S.C. §§ 1973c, 1973j(d), and 28 U.S.C. § 2201, seeking a declaration that implementation of the new voting procedures for election of municipal officials in Hinesville, Georgia, adopted by the state legislature in an amendment to section 6 of the charter of said city,1 violated...
