Plaintiff, a taxpayer of the City of Wilmington, has initiated this suit seeking a Writ of Mandamus to compel the defendants, members of The Council of the City of Wilmington ("Council"), to enact an annual operating budget ordinance in compliance with the Home Rule Charter of the City of Wilmington ("Charter").
