KELLEHER, Justice.

This is a plaintiffs' appeal. There are four plaintiffs. Each of them has been a member of the Cranston Fire Department for more than 20 but less than 25 years. They find themselves in a dilemma because of a difference of opinion which exists between the legislative and executive branches of the municipality. In June, 1969, the city council, in overriding the mayor's veto, enacted an ordinance which reduced the eligibility time...
