John Seybold and 99 other plaintiffs instituted this action for declaratory relief in order to recover damages from the defendant City of Chicago which paid them wages at a rate less than that required by an act commonly referred to as the Prevailing Wage Law. (Ill. Rev. Stat. 1963, ch. 48, pars. 39s-1 to 39s-12.) Plaintiffs, in their second amended complaint, allege that they were employed...
