In December of 1970 the respondents filed an application for a permit to place a mobile home on property situated in a zone in the Village of Owego which did not permit trailers. The respondents were told by the Village Administrator and the Superintendent of Public Works that if they removed the towing apparatus of the trailer and its wheels and undercarriage it would meet the zoning requirements.
