The plaintiff-appellant Boulware, an inmate of the United States Penitentiary at Lewisburg, Pennsylvania, instituted a civil action against the prison's Warden seeking damages of $2,000,000.1 In his Complaint he alleged that "following an incident" in the Penitentiary on February 1, 1970, he, along with 18 fellow Black Muslim prisoners, was segregated from the general prison population...
