I. THE CASE

This action was originally instituted by the plaintiff, Steve Mortillaro, a classified employee within the Civil Service of the City of New Orleans, individually and as "a representative of all persons similarly situated." Subsequently, twelve other persons, also alleging to be classified employees in the Civil Service of the City of New Orleans, intervened as plaintiffs.
