In the early morning of October 21, 1967, the Great Lakes freighter James E. Ferris (hereafter Ferris) came in collision with the Ernest T. Weir (hereafter Weir), a Great Lakes bulk carrier, in the St. Clair River near the Chesapeake and Ohio (hereafter C & O) docks on the Canadian shore.
