Section 35, Article II of the Ohio Constitution, authorizes the enactment of laws establishing, administering and regulating a state workmen's compensation fund. Under its provisions, such laws may determine both the "terms and conditions upon which payment shall be made [from the fund]." In accordance with that language, the General Assembly enacted R.
