Defendant was convicted on four counts of passing altered United States Post Office money orders, knowing that material alterations had been made, in violation of 18 U.S.C. § 500.

A warrant was issued for defendant's arrest on October 16, 1969, and on November 12, 1969 he surrendered to federal custody. At his request and because of his lack of funds, the Court appointed counsel for defendant on November 28, 1969. At his arraignment...
