This action was commenced under 42 U.S.C. § 1983 by the two named plaintiffs, Dorothy Doe and Frances Roe, on behalf of themselves and all others similary situated, in order to challenge certain regulations and policies of the South Carolina Department of Public Welfare (SCDPW) as promulgated and applied by the defendants herein.
