Plaintiff, Thomas E. Ryan, instituted this suit on January 19, 1972, by means of a request for a preliminary injunction seeking a stay of his involuntary activation orders issued by the United States Marine Corps pursuant to which petitioner was to report to Camp Lejeune, North Carolina, on February 26, 1972.
