The appellant, Helen Rykus, is a tenant in Pomonok Houses, a low-income housing project in Queens, New York, owned and operated by the New York City Housing Authority, a public corporation organized pursuant to New York Public Housing Law § 400 et seq., McKinney's Consol.Laws, c. 44-A.
