This action involves a suit by Charles L. Keaton and his wife, Polly Ann Keaton, both citizens of the State of West Virginia, against two citizens of the State of Virginia, R. H. Balser, a member of the Covington Police Force, and Ernest Beels. The complaint seeks damages from the defendants for malicious prosecution and false arrest.
