Judgment reversed on the law and the facts, without costs, motion to dismiss the petition granted, and respondent Hall declared the winner of the primary election, held June 20, 1972, in accordance with the following memorandum: In the instant primary 1660 votes were cast, 861 for the winner and 799 for the loser.
