Plaintiffs filed an action for injunction and declaratory relief. There is a dispute as to what action was taken and the record is not as clear as we would like. Plaintiffs contend that the cause was disposed of by motion only. However, it does appear that evidence was presented by both sides and the attorneys for each side argued the merits...
