In this case the plaintiffs appeal from the superior court's dismissal of their class action seeking to terminate the alleged practice of holding individuals in the Seattle city jail "on suspicion" of various crimes without bringing them promptly before a magistrate.

Appellants were held "on suspicion" for varying lengths of time in the city of Seattle jail without being taken before a magistrate for arraignment...
