For the first time, the court is required to determine the constitutionality of chapter 345 of the Laws of 1968, as amended by chapter 1006 of the Laws of 1969 and chapter 623 of the Laws of 1971 (Act) enacted by our State Legislature to enable the formation of the United Nations Development Corporation (UNDC) for the implementation of its development program.
