MEMORANDUM DECISION

LARSON, District Judge.

The plaintiffs herein have brought this suit as a class action. They claim to represent various classes of individuals who have been aggrieved by the operation of Minn.Stats. § 197.45, better known as the Veterans' Preference Law.1 The statute has two major provisions.
