OPINION AND ORDER

PER CURIAM:

This suit challenges the constitutionality of 18 U.S.C. § 1461, 39 U.S.C. § 3001 and 39 C.F.R. § 953.1, et seq., facially and as applied as violating plaintiff's First Amendment rights to freedom of speech and freedom of the press by imposing prior restraints on the distribution of news material. There are three named plaintiffs in this case: Atlanta Cooperative News Project [hereinafter News Project],
