Bernard Marice Williams,1 defendant, was tried by a jury, convicted, and sentenced to twenty years in the State penitentiary for selling narcotic drugs to a minor on March 6, 1969, in violation of Code § 54-488. We granted defendant a writ of error limited solely to the question of whether copies of the arrest records of Billy Ray McHenry, filed by the Virginia Beach Police Department with the Central Criminal Records...
