This is a bill in equity brought pursuant to G.L.c. 91, § 23, in which the plaintiff sought to enjoin the defendants from performing certain work in an area of Boston known as Tenean Creek. The bill alleged that the work was being done in violation of the terms of a license issued to the defendants by the Department of Public Works (Department).
