This matter is before us on a writ of certiorari. The transcript of the issuing authority discloses that the defendant was arrested for violating section 1002(b)(9) of The Vehicle Code of April 29, 1959, P. L. 58, 75 PS § 1002. The transcript shows that at the hearing before the issuing authority, the arresting officer testified that defendant was operating his vehicle at a speed of 80
