OPINION

MOWBRAY, Justice:

On November 7, 1970, Respondent Russell F. Bullock, a Las Vegas police officer, in the company of a fellow officer, stopped and arrested two minors on a motorcycle. During the arrest, Bullock made an allegedly unprovoked attack on one of the youths.
