This is an appeal from a Decision and Order of the Unemployment Compensation Board of Review ("Board") denying the appellant's claim for benefits.

The appellant was employed as a machinist by the United States Steel Corporation at their Christy Park Works for a period of approximately 4 1/2 years, and he was laid off on December 30, 1970, because of a reduction in the work force. When he applied for unemployment benefits...
