Mills was injured in an automobile accident at Lubbock, Texas, while a passenger in a Volkswagen driven by defendant Helmut Hoflich, a German National, who at the time of the accident was employed by the German Government on temporary assignment in the United States at Tinker Air Force Base, Oklahoma.
