This is an appeal from an order and judgment of Supreme Court, Special Term, entered in Rensselaer County, which, pursuant to stipulation of the parties, declared that Local Law No. 1 of 1972 of the City of Troy was a legal act of the City Council of Troy and denied a preliminary injunction restraining implementation of such law.
