This appeal involves three separate cases which were heard before the Ohio liquor control commission. In each case the commission found the stipulated conduct was in violation of regulation LCc-1-52, and ordered the permit holder's license suspended. On appeal to the Common Pleas Court of Lucas County, that court reversed the orders of the liquor control commission.
