This action concerns a parcel of land in Maricopa County, between the city limits of Phoenix and Glendale. It is two miles long from north to south, and one mile wide from east to west. In its approximate center is a parcel roughly one mile square, known as Sunburst Farms. Plaintiffs' properties lie within the rectangle but to the north and south of Sunburst Farms.
