On November 22, 1971, when each of these habeas corpus proceedings was commenced, petitioners were both inmates at Deuel Vocational Institution (DVI) and were confined in the K-Wing portion of that facility. K-Wing is the maximum security section of DVI and is used for inmates who are on isolation, segregation, or protective custody status.
