This matter comes before the board as an appeal from an order the Department of Environmental Resources, hereinafter referred to as the "Department," issued to Armagh Township, ordering it to construct and operate a joint sewage and treatment facility together with Brown Township. The joint treatment facility is not to discharge into Honey Creek. Brown Township has not appealed from the order issued concerning it.
