OPINION BY JUDGE ROGERS, December 28, 1972:

The appellant, Riverside Iron and Steel Corporation, sued in assumpsit to recover taxes and license fees paid by it for the years 1963 through and including the year 1968. The named defendants were the City of Monongahela, Monongahela School District1 and Ringgold School District.
