In a proceeding under Section 266 of the Revenue Act (Ill. Rev. Stat. 1965, ch. 120, par. 747) the petitioner, Walsh, seeks to obtain a tax deed to certain property which the City of Chicago contends is and has been used as a public alley for 20 years.
