Stat. 1971, ch. 110A, par. 302(b)) from the judgment of the circuit court of Cook County holding "* * * no prior referendum is required as a condition precedent, before Counties under the `home rule' provisions of Illinois' new Constitution [1970], may issue general obligation bonds * * *....
