This appeal requires us to decide which practices Congress intended to prohibit when it made it unlawful for an employer "to fail or refuse to hire . . . any individual . . . because of such individual's . . . national origin." 42 U.S.C.A. § 2000e-2(a) (1). More precisely, we must determine whether the words "national origin" should be read to mean, or at least include, "citizenship...
