This action was brought in the United States District Court for the Eastern District of Arkansas under 28 U.S.C. § 1342(3) and (4), claiming relief pursuant to 42 U.S.C. §§ 1981, 1983, and the rights, privileges and immunities guaranteed by the due process and equal protection clauses of the 14th amendment to the United States Constitution.
