Plaintiffs Charles McClelland and Curtis E. Rowland, inmates of the Nebraska Penal and Correctional Complex, brought this Civil Rights action complaining of racial segregation at the Complex.

The record shows that all facilities at the complex, located at Lincoln, Nebraska, are integrated except the East Cell House of the general living quarters. Members of all racial groups are housed in the West Cell House of the general living quarters except...
