Appellant was arrested by an officer of the Oklahoma City police department, upon reasonable grounds to believe that plaintiff was operating a motor vehicle upon the public highway while under the influence of alcohol. Immediately after arresting Appellant, the officer asked him to submit to a chemical test, either breath or blood, to determine the alcoholic content of his blood. Appellant refused the request...
