As stated in the complaint herein, "[t]his is a civil action in equity seeking to have the Court to declare unconstitutional, illegal and void a proposed amendment to Article II, Section 28 of the Constitution of the State of Tennessee in accordance with the resolution adopted by the Constitutional Convention of 1971, and to enjoin the Referendum or election to reject or ratify said proposed amendment, to be held on August 3, 1972...
