On June 19, 1970, Kenneth Atkinson filed a complaint against Kenneth R. Fenwick, a registered land surveyor, with the Colorado State Board for Registration of Professional Engineers and Land Surveyors, alleging that Fenwick had wrongfully certified a survey which he had in fact not completed. On December 4, 1970, the board held hearings, after which they suspended Fenwick's license to practice land surveying...
