Before the court is a motion for preliminary injunction. Plaintiff, Steven Moran, is a married student attending Laurel High School, Laurel, Montana, administered by the Board of School Directors of School District #7, Yellowstone County (hereinafter referred to as the Board). The motion for preliminary injunction asks that the Board be enjoined from applying its rule
