Gary Jarrett, at the time between sixteen and seventeen years of age, was charged with the January 26, 1968, first degree murder of his sister, Janine, one year younger than he. At his arraignment, where he was represented by counsel, he pleaded not guilty, not guilty by reason of insanity at the time of the alleged offense, and not triable by reason of present insanity.
