We are called upon to decide (1) whether a school board has the authority to enter into a collective bargaining agreement granting economic benefits to schoolteachers, absent specific statutory authorization to do so and (2) whether such a board lacks the power to enter into a collective bargaining agreement containing a clause which provides for the arbitration
