OPINION

RALPH M. FREEMAN, District Judge.

This is a civil rights action brought pursuant to 42 U.S.C. §§ 1983 and 1985(3) and 28 U.S.C. § 1343(3) and (4). This matter is before the Court on motions of defendants to dismiss for lack of jurisdiction over the subject matter. We consider this motion on briefs submitted by the parties. Oral arguments were waived at the request of the plaintiffs.
