On September 28, 1971, a petition was filed in the Coos County Court, Juvenile Department, alleging that Dion Arthur Welch, age 13, murdered another boy by shooting him with a shotgun. On September 29, 1971, an amended petition was filed in the same court alleging essentially the same facts.
